Use an electric mixer to whip water and meringue powder in a big bowl at high speed for 7 to 10 minutes, or until fluffy and soft peaks form.
Shortening, vanilla extract, and confectioners’ sugar are gradually added while mixing at low speed.
Resuming high speed, beat for about 3 minutes, until thoroughly combined and smooth.
