Adding cold water and lemon juice to a pressure cooker with multiple uses (such as Instant Pot).
Spray some cooking spray inside and insert a steamer rack.
On the prepared rack, arrange the frozen salmon fillets skin-side down.
Cover the vent and shut it.
Cook the fish on the Steam setting for 3 to 4 minutes, or until it flakes easily.
Utilizing the quick-release technique with caution, release the pressure for 5 minutes as directed by the manufacturer.
Lock released, lid removed.
Check the doneness of the salmon.
Add salt and pepper to taste.
